Job Description:

- Project Management Branch Lead leads section of IT Project Managers in a wide range of Project Management activities and ensures use of Project Management Institute best industry practices.
- Responsible for ensuring PM's deliver capabilities via the project lifecycle that provisions enterprise software, infrastructure, and network systems.
- Ensures progress via well planned and documented actions within the Initiation Phase, Planning Phase, Execution Phase, Monitoring and Controlling Phase, and Closing Phase.
- Establishes project approach (i.e. Agile vs Waterfall) based on requirements analysis and application of Lessons Learned reports.
- Ensures PMs aggressively work with cross directorate leadership, Program Managers, and other key stakeholders to ensure full integration and synchronization of activities, meeting coordination and clarity of scope, policy compliance, alignment within strategic objectives and program/portfolio plans, and thorough communication plan execution.
- Works with assigned PMs and Program Managers to ensure engineering resource leveling actions to proactively inform on priority decision points.
- Directs team to follow comprehensive communications plan via meetings, MS Project, Project Server, MS SharePoint and MS Office products to create and maintain project plans, schedules, Statements of work, bill of materials, risk registers, presentations and briefings.
- Applies Risk Management principles to identify, analyze, mitigate, accept or ignore risks for all projects.
- Coordinates activities with CIO IT Portfolio Managers, governance/policy leads, Resource Managers, Program Managers, and government leads to ensure desired solutions are supportable/documented across all functions to include full cyber accreditation and network operations sustainment.
- Develops and ensure PMs create project status materials required to drive progress and to meet all milestone gate activities associated within project contract parameters.
- Prepares and conducts executive-level briefings and written products.
- Ensures all Scope changes are fully vetted and documented.
- Works closely with engineering and operations teams to minimize design time and reduce service transition risks.
- Ensure all PMs: conduct project kick-off within 10 workdays from ITCAB project assignment; develop project schedules and milestones within 20 workdays from kick-off; and read ahead materials are sent a day in advance.

Required Qualifications:

- Master’s degree in related IT or Management field and 8+ years of experience in IT project management.
- Active PMP certification.
- ITIL V3 Foundations is highly desired.
- The ability to thrive in a fast paced environment while providing leadership to multiple Project Managers.
- DOD and/or federal government staff experience.
- MS Office, Project, and PM software expertise.
- Must have an active Secret clearance. Top Secret clearance is preferred.

Desired Qualifications:

- Certified Scrum Master
- Certified CISCO, VMWare, Microsoft, Cyber Security certification(s) a strong plus.
- CENTCOM and/or similar senior staff experience.
