Job Description Summary

There is an exciting and rewarding opportunity to join our team. We seek a dynamic Senior Program Analyst to join Enterprise's Community Analytics Practice with the Impact & Evaluation (I&E) department. The I&E team conducts primary and secondary research and evaluation and provides technical assistance and data resources to inform community development strategies and measure the impact of Enterprise's programmatic work. The Community Analytics practice partners with Enterprise teams and community stakeholders to support the full range of Solutions programs and provide valuable insights into community conditions. Using internal programmatic data and complex administrative datasets from publicly available sources, the Community Analytics practice informs program design, resource allocation, community solutions, and impact measurement for diverse programs and projects.

The Senior Program Analyst will report to and work closely with I&E's Senior Program Director for Community Analytics. They will play a critical role in the department's programmatic activities through research and evaluation. Job Description

Responsibilities:

  • Support the entire life cycle of I&E's programs and projects, including project scoping, developing analysis plans, client management, data collection and analysis, and presentation of findings.
  • Clean and analyze data from a range of complex administrative datasets, including the U.S. Census Bureau data (ACS, PUMS), US Department of Housing and Urban Development data (CHAS, AHS, Picture of Subsidized Households), and a range of other federal, state and local datasets.
  • Perform exploratory analyses and collaborate with other staff to develop research questions, maps, data visualizations, and interactive dashboards to support Enterprise departments in designing and implementing effective programs and conveying outcomes.
  • Assess and respond to requests for information, including timely and professional communication.
  • Work with other staff to develop surveys, interview protocols, and other tools to support program evaluations.
  • Partner with other Enterprise departments in providing technical assistance and support to Solutions programs and the communities we work with.
  • Develop tools, reports and presentations that effectively communicate findings to various internal and external stakeholders.
  • Perform quality assurance reviews on work produced by other team members in a cooperative manner that advances the department's overall commitment to accuracy.

Qualifications:

  • 3+ years of professional experience using primary and secondary data to inform strategies, and policies and/or research (Bachelor's degree equivalent to two years of experience).
  • Educational background in urban or city planning, geography, public policy, economics, statistics, or other related fields.
  • Experience using quantitative analysis to understand housing and related community development issues and trends.
  • Demonstrated experience working with large datasets and measurement techniques from the Census, HUD, BLS, HMDA, local data providers or other common sources (experience with Census data, required).
  • Experience visually representing quantitative information through maps, charts, graphics, etc.
  • Experience with qualitative and mixed methods approaches to evaluation, including survey development, interviews, and program evaluation.
  • Demonstrated experience writing research briefs, memos, reports or case studies.
  • Expertise with standard statistical methods, spatial analysis techniques and statistical software (proficiency in R or Python required, along with a desire to learn more on the job) with great attention to detail and accuracy.
  • Demonstrated proficiency using data visualization and mapping platforms such as ArcGIS, Tableau, PowerBI, ArcGIS Online (proficiency in ArcGIS required).
  • Proficiency with Microsoft Office software (advanced proficiency with Excel required).
  • Excellent critical thinking and creative problem-solving.
  • Excellent written and verbal communication skills and proven ability to communicate effectively with team members and clients/stakeholders).
  • Positive attitude, patience and willingness to learn new skills, listen to and teach non-experts, and solve problems with good temper and judgment.
  • Excellent organizational and time management skills; ability to work on multiple projects simultaneously.
