Overview

Responsible for directing the design, development and maintenance of decision support products and services (e.g., data warehousing systems) in support, of FEP data initiatives. Partners with key stakeholders to identify and maximize opportunities to utilize data warehouse systems to improve business processes, and promotes the strategic use of information technologies as a competitive tool.



Responsibilities

Responsibilities include but are not limited to:

    Oversees the development and execution of comprehensive and phased decision support system, data warehouse and enterprise data strategies to successfully meet the analytical and operational needs of the business leadership and various business units of the FEP. Determines appropriate development of standards for the data warehouse which are compatible support and integrate multi-vendor platforms, and deliver complex, multi-year data and information systems. Achieves a balance between the front-end stakeholder environments and the back-end processing functions necessary for maximum utilization of warehouse systems as a strategic tool.
  • Acts as a key liaison to senior-level cross-functional business stakeholders in the development of project criteria requirements. Manages prioritization to balance competing business interests while aligning multiple data warehouse projects to support business strategies. Manages diverse needs with sound resource and project management to deploy appropriate data warehouse solutions. Demonstrates the potential of data warehousing as a resource to meet goals and/or solve problems.
  • Oversees the development, operations and maintenance of multiple, integrated data warehouse, analytical, and operational environments. Develops standards and manages the vendor and infrastructure adherence to Service Level Agreements (SLA's) to meet the information needs of the key stakeholders. Ensures training and communication programs are administered for the user community and also functions as a liaison for internal and external data users.
  • Provides direction and leadership to staff, as well as to multiple third-party contractors, consultants and/or external vendors, supporting decision support/data warehousing projects/strategies. Recruits, trains, and develops staff and assures that staff management responsibilities, including the development and communication of performance expectations, are completed appropriately and as required according to BCBSA policies and procedures.
  • Develops and conducts presentations at various internal and external meetings regarding the availability of data, capability of systems to deliver information needs as well as current systems and emerging technology.
  • Manages the selection process and management of vendor contracts. Participates in the planning, project management, budgeting and MIS reporting.


Qualifications

Required Basic Qualifications:

  • A Bachelors degree in Information Systems Management or Computer Science, or equivalent experience
  • Ten years of progressively responsible information technology work experience is required, with five of these in a data warehousing role
  • Large-scale project management skills
  • Must be proficient with information technologies (e.g., Microsoft applications).

Preferred Basic Qualifications:

  • Graduate degree in Information Systems Management or Computer Science, or equivalent experience
  • Five years of staff & vendor management experience
  • Effective leadership skills which demonstrate the ability to delegate and motivate others, team build, and achieve results. health insurance and health care delivery
  • A demonstrated knowledge of FEP claims and enrollment systems helpful
  • Background in health insurance payer business, as well as an extensive knowledge of the administrative processes in health insurance and health care delivery
  • A demonstrated knowledge of FEP claims and enrollment systems helpful
  • Experience managing several concurrent, consensus driven, national projects
  • Excellent organizational skills are required, as well as the ability to develop and manage plans and budgets to accomplish established strategies.
  • Ability to establish and manage multiple priorities and identify critical issues related to their accomplishment is key, as is the ability to work independently, as a team member, and as a team leader.
  • Advanced analytic and data skills, including critical thinking skills, attention to detail, and inductive/deductive reasoning/judgment for developing and executing complex, time-sensitive, and often conflicting strategies to achieve objectives.
  • Excellent communication skills (verbal and written) for communicating effectively with staff at all levels, both internal and external to BCBSA
  • Strong professional presence and interpersonal skills for representing FEP/BCBSA, interacting effectively with others, developing/maintaining critical business relationships, and gaining the confidence/buy-in of stakeholders
  • Demonstrated advanced presentation skills are required for facilitating and/or presenting at meetings, etc.
  • Must be able to distill complex and technical information into an understandable format for delivery to a variety of audiences.
