This position exists to provide leadership and oversight of agency operations and program activities, strategic planning and policy and budget development. The primary area of emphasis is the oversight of budget development and resource management, and coordination of agency capacity management, including staff development and succession planning. Oversees the agency Budget Office and serves as the primary liaison with outside entities (Governor’s Office, State of Oregon Department of Administrative Services Chief Financial Officer and Legislative Fiscal Office) regarding budgetary and population forecast and management plan concerns.

This position is a critical member of both the Agency Executive and Leadership Teams, which uses strong coalition  building, enhanced mentorship, and skill development to build a strong, cohesive team to accomplish the following:

  • Leads and directs the budget development process for the agency, including identifying high-priority funding requests and any interim legislative requests.
  • Oversees the operational management of the budget for all functional units within DOC.
  • Understands the organization's financial processes. Prepares, justifies, and administers the agency’s budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities, strategic and tactical.
  • Develops and uses forward looking, predictive models, financial analysis, and forecasts to address potential budget shortfalls and mitigate risk.
  • Provides fiscal direction to the Agency’s Executive Team as part of the strategic planning process.
  • Provides direct supervision to the CFO office staff and its role in the budget development/management function.
  • Identifies the internal and external politics that impact the work of the organization. Perceives organizational and political reality and acts/advises accordingly
  • Presents agency data and outcomes to the Legislature, Governor’s office, Agency’s Executive Team and Agency Leadership Team.
  • Oversees development of fiscal impact statements for proposed legislation during the current legislative session with potential impact to DOC.
  • Provides seasoned leadership, mentorship, and staff development opportunities to the CFO team. Implements appropriate succession planning strategies for the division.
