Overview

The FEP Dental Program Manager, FEP Finance oversees all accounting and reporting for the BCBS
Federal Employee Dental Insurance Program (BCBS FEP Dental). The BCBS FEP Dental Program health
insurance is available to employees of the United States Federal Government and select uniformed
services personnel. This individual serves as primary contact for all BCBSA FEP Dental internal and
external audit inquiries and is responsible for reviewing audit lead schedules and audit responses
prepared by staff.



Responsibilities

Responsibilities include but are not limited to:

    Organize and manage staff-prepared accounting entries, month-end accounting close, financial statements, analyses, and account reconciliations for the BCBS FEP Dental Program. Evaluate and ensure the application of appropriate accounting treatment, documentation of anomalies and specialized accounting situations. Review monthly, quarterly and annual financial packages, including detailed support schedules and footnotes distributed to senior leadership and Plan finance staff. Serve as primary finance contact to internal BCBS FEP Dental Business Management, BCBS FEP Dental contracted Third Party Administrators
    (TPAs) and the Office of Personnel Management's (OPM) designated Agency Third Party Vendor.
    * Provide primary management oversight during BCBS FEP Dental external and internal audits. Serve as lead contact, responsible for reviewing and approving audit schedules, financial statements, financial statement footnotes and supporting schedules, and responses to audit inquiries and requests. Oversee

  • interim audit and ad hoc audit requests throughout the year. Responsible for coordinating senior leadership approval of financial statements and related variance analyses and supporting schedules. Provide US GAAP accounting research involving complex accounting transactions. Communicate financial
    results to a broad range of financial and non-financial internal, Plan, andexternal management and staff.

  • Contribute to review and high-level analyses for the FEP Medical Program. Review and approve reconciliations, journal entries, financial statements and financial analyses as requested. Perform ad hoc analysis for senior leadership as requested. Prepare audit schedules, and review audit schedules and support for the FEP Medical Program.

  • Review accounting system requirements, work with IT and Systems & Process Development (SPD) to implement system enhancements. Prepare and conduct research and advanced analysis of data processed from internal and external sources, and coordinate efforts to resolve system issues as warranted. Work to identify trends, risk areas, and other critical information that can be used by external and internal customers as a source of information and/or a basis for business and systems decisions. Provide explanations and supports to Plans related to system reporting as requested.

  • Responsible for directing staff support for the BCBS FEP Dental Program (1/2 FTE). Meet regularly with staff to discuss job performance, deliverables, key ongoing tasks and issues. Evaluate staff and provide ongoing feedback, working with staff to develop and implement corrective measures when warranted.
    * Keep abreast of changes in the legislative, regulatory, and healthcare industry to assess how these might impact FEP and BCBSA financial strategies and programs.
    * Work to adapt current financial reporting practices and systems to ensure adherence to required changes in US GAAP and/or Federal regulations, exercising judgment in determining the appropriate accounting treatment.
    * Assist with preparation and presentation of information for department, division, cross-functional, and Plan meetings and conferences.



Qualifications

Required Basic Qualifications:

  • Bachelors Degree - Accounting or Business

  • 5 Years of experience - Accounting and finance including providing direction for accounting and reporting functions and conducting financial analyses
  • CPA

  • Proficiency in various database and computer-based applications such as PeopleSoft, Excel, Word, and
    PowerPoint.

  • Strong communication skills with the ability (written and verbal) to communicate complex accounting
    issues to senior leadership, auditors, Plan management and also an audience with a non-financial
    background

  • Demonstrated advanced knowledge and experience in preparation, analysis and evaluation of
    complex financial statements, and/or related data and financial reports.

  • Excellent organizational skills and strong project management skills with the ability to plan/lead and
    manage multiple priorities/projects under tight timeframes with a sense of urgency.

  • Excellent customer service and a strong customer orientation and the ability to maintain and improve
    customer relations.

  • Strong presentation skills and the ability to communicate concepts, issues, and proposals in a concise
    and compelling manner to small and large audiences at all levels in the organization as well as
    external parties; ability to conduct value-added and informative presentations to all levels of staff.

  • Detail oriented, with strong quantitative, analytical, problem resolution skills with financial concepts
    required.

  • Demonstrated ability in the development and maintenance of business relationships.

  • Ability to understand complex accounting transactions, and to apply GAAP and non-GAAP standards.

  • Ability to meet tight deadlines, thrive in a matrix reporting environment and manage multiple tasks
    efficiently
