Buckeye Partners is currently seeking a Senior Measurement & Quality Control Specialist with experience in the Oil & Gas Industry to join our growing team!

Role Summary:

Support the overall implementation and maintenance of the Company Measurement and Quality Control programs by assuring measurement accuracy and product quality at all Company pipelines and terminals.

Responsibilities & Essential Functions include:



  • Program Management:

    • Lead and develop Buckeye's measurement and quality control policies and efforts. Support the resolution of measurement problems and product quality issues through investigation and solution recommendations. Issues include those involving multiple locations/shippers/tankers, large settlements or blending.
    • Develop and maintain M&QC programs, policies, inventory balancing support, shipper guidelines, quality risk assessment program, and training for terminals and pipelines. Support the development and implementation of the Corporate M&QC program and provide guidance to internal and external stakeholders.
    • Improve and enhance systems, processes and procedures to ensure corporate M&QC compliance with federal/state regulations and industry standards, to prevent operational incidents, and minimize custody measurement liability.
    • Support management and implementation of M&QC equipment and policies.
    • Lead implementation or support regular auditing of compliance with M&QC policies and obligations to ensure accurate measurement and effective quality control.


  • Operational Support:

    • Provide subject matter expertise, support and training to Control Centers, Scheduling, Field Operations, Transportation, Terminals, Marketing, Information Systems, Engineering, and customers for day-to-day support, as requested or needed.
    • Work closely with the Region/Field to support testing, proving and tuning all meters.
    • Generate monthly/quarterly reports and attend meetings as necessary.
    • Lead or support inventory escalation investigations per Scheduling Analyst Team initiation.
    • Complete day-to-day support regarding measurement/inventory discrepancy investigations, including customer or internal loss/gain ticket volume requests or discrepancies, and terminal folio or EOM inventory loss/gain tolerance exceedances.
    • Respond to operational incidents, as needed. Assist with incident remediations and investigations to ensure incidents are being fully investigated and corrective actions assigned and closed out.


  • Expertise

    • Maintain thorough understanding of industry standards and practices and apply to operations as appropriate
    • Research and recommend new measurement and quality testing technologies
    • Provide technical advice and counsel concerning the application and use of measurement and quality equipment, including remotely controlled applications.
    • Maintain involvement and participation in API and ASTM and report information of potential impact to Buckeye Partners.


  • Budget Management:

    • Develop and monitor M&QC related budget (prover water draws, fungible testing, etc).
    • Recommend budget items to Operations for metering/proving, test equipment, training, or other projects involving quality oversight and measurement.


  • Additional

    • Participate in special projects, acquisitions, and evaluations, as required.
    • Other duties as assigned.





Position Requirements:



  • Bachelor's Degree required, preferably in Chemical, Mechanical, Civil, Electrical or Petroleum Engineering or related discipline.
  • Minimum 5 years related experience in measurement and quality control or related field preferred.
  • Experience in field, pipeline or petroleum related operations is preferred.

    • Must be capable of performing informative statistical data analysis. Proficiency in Microsoft Excel, SCADA, and Cognos preferred.


  • M&QC Specialists are office-based but expected to travel approximately 15-30% of the time to the field, as well as customer and industry meetings.

Other Skills, Attributes and Abilities:



  • M&QC Specialists are on-call 24 hours per day, 7 days per week to handle measurement or quality problems.
  • It is necessary to have exceptional interpersonal and communication skills (both oral and written) in order to support Field M&QC Specialists, field personnel, Technicians, Schedulers, Control Center(s) and other personnel in problem resolution as necessary with product measurement or quality. Proper interaction, using tact and discretion with suppliers, shippers and outside contractors is also required to make correct decisions concerning measurement or product quality in a timely manner.
  • Physical demands require visiting field locations where there is potential for being near construction activity and participating in M&QC tasks including climbing tanks.
  • This is a visible position where public speaking will be required from time to time to address both internal and external audiences.
  • As a service-oriented job, the position requires a great deal of scheduling flexibility and responsiveness.

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
