The Leidos Innovations Center has an exciting opening for you, our next Staffing & Resource Manager to play a critical role in the development and growth of the 10 year DOMEX Technology Platform (DTP) program. The National Media Exploitation Center's DTP delivers an innovative data centric architecture that leverages cloud-based computing, artificial intelligence (AI), machine learning (ML), providing cutting edge data exploitation, enrichment, triage, and analytics capabilities to Defense and Intelligence Community members. Our team includes highly skilled systems engineers, software and data engineers, and data scientists who work in Reston, VA, Bethesda, MD, and Arlington, VA. This leadership role will interact closely with functional team leads, Task Order Mission Leads, the PMO, finance, security, HR, subcontracting and recruiting teams and to manage all staffing activities, staff and other related tasks to ensure that qualified personnel are in place and capable of meeting the mission requirements within cost and schedule on a large program.

This role is responsible for managing project staffing needs including building and maintaining project staff plans, forecasting project level staffing needs based on task order requirements. This role establishes program policies for managing of program specific staffing, coordinating interviews between Talent Acquisition (TA), subcontractors, hiring managers and security, and internal program on-boarding and off-boarding of all staff (Leidos and Subcontractors). Ensures program requisitions are written and posted, interviews set up and being conducted, authorizes salary and benefits packages and subcontractor rates for selected candidates within established Program controls, coordinates the build out of the program staffing database and ensures it runs properly, coordinates with PMO, HR, finance, contracts and subcontracts on cost, scope, and schedule needs of the program, provides monthly staffing metrics to TA, Division, PMO and customer. Provides oversight of all program internal staffing processes; ensures processes are established and followed to smoothly and effectively impact program established objectives and goals within scope, schedule and cost.

Primary Responsibilities:

-Plan, organize, manage and coordinate staffing efforts with TA, subcontracts, finance, security and the PMO.
-Manage and coordinate the efforts of the staffing team and any Leidos personnel on special unclassified projects.
-Establish internal program staffing processes within program cost and schedule based on requirements across IDIQ task orders.

-Establish external portal to share and manage vacancy opportunities with subcontractors/
-Manage, track, monitor, analyze and provide recommendations on internal staffing roster shifts across multiple tasks and projects, managing vacancies, provide staffing metrics.
-Identify and vet qualified candidates, provide salary and rate approvals.
-Ensure the contract maintains staffing levels across all labor categories.
-Oversight of internal program staffing database.

-Manage staffing strategy to achieve to Small Business Participation Commitment goals.
-Produce weekly staffing metric reports to TA, Division, PMO and customer.

-Negotiation with and onboarding of new subcontractor companies.

-Continual coordination with all support elements (both internal and external of Leidos and the program) that contribute to the effective staffing of program and mission execution.

Basic Qualifications:

*BS with 8+ years of previous experience with large technology project/program management. 6 years with Masters.
* Strong interpersonal skills with the ability to interact effectively with all levels of personnel. Ability to interface with task and functional leaders, subcontractors and support personnel.
* Ability to communicate effectively (both in written and oral platforms) with program managers, subcontractors, recruiters, security, HR, and financial personnel
* Attention to detail and analytical skills, strong time management skills and the ability to prioritize work.

* Strong Excel, PPT, and Word skills.
* Problem-solving mentality and ability to bring process improvements and innovations to the program.
* Experience with internal program staffing database.

*Candidate must have an active Secret clearance with ability to obtain TS/SCI with a polygraph.

Preferred Qualifications:
* Knowledge of the Intelligence Community
* Knowledge of technical IT workforce requirements and skills
* Knowledge and experience with Leidos HR process

* Experience supervising others.
* Experience managing medium to large teams or programs
* MBA

Pay Range:Pay Range $81,900.00 - $126,000.00 - $170,100.00

The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
