The Metropolitan Council Environmental Services (MCES) Division is accepting applications for one (1) Principal Environmental Scientist/Utility Odor Evaluation Lead OR Environmental Analyst/Utility Odor Evaluation Lead.

How your work would contribute to our organization and the Twin Cities region:
Provide high-level scientific support, technical guidance, expertise, coordination, and leadership to a variety of Council environmental programs with an emphasis on monitoring and addressing odors associated with the operation of a wastewater utility. Coordinate monitoring and assessment activities of Air Quality section ensuring objectives are met. Including monitoring, data management and review, assessing information, preparing reports, training staff, updating monitoring protocols/procedures, and recommending areas for improvement.

What you would do in this job

  • Serve as odor monitoring and odor control subject matter expert for MCES with a focus on team projects related to odor management efforts and odor incident reporting.
  • Conduct odor analyses, hydrogen sulfide (H2S) monitoring, and CEMS system audits using complex procedures and technical instrumentation and systems.
  • Manage and review monitoring data and accomplish data analysis for complex monitoring and evaluation projects.
  • Generate information to answer questions important to MCES.
  • Prepare reports and present technical information to a variety of stakeholders.
  • Identify and resolve system failures or problems encountered during analytical testing, including acquiring resources or developing new methods.
  • Train staff and coordinate staff activities to allow the group's tasks to be accomplished and completed efficiently.
  • Administer, plan, and participate in the maintenance of the facilities, equipment, and other features needed to accomplish all group tasks to maintain MCES's capacity to accomplish air and odor monitoring. Ensure compliance with standards and regulations.
  • Oversee the user-level development and maintenance of the computerized database.
  • Represent group with internal and external partners, advise management on the strategic direction of the program, and guide the group's field and data work to achieve work plan goals and deadlines, ensuring monitoring methodologies are followed.
  • Identify and lead continuous improvement projects or initiatives to improve monitoring, database, odor incident reporting, and assessment work.
Additionally, at the Environmental Analyst level:
  • Lead the development and implementation of methods and goals for MCES approach to odor issues.
  • Complete odor and emission assignments that involve multi-disciplined technical duties across units.
  • Provide direct management of odor- and emissions-related contracting.

What education and experience are required for this job (minimum qualifications)

Environmental Scientist/ GRADE H
Any of the following combinations of education (field of study in Biology; Chemistry; Atmospheric Sciences; Environmental Sciences; Engineering disciplines including Environmental, Civil, and Chemical Engineering; or related) and professional-level experience in a scientific field related to the position:

  • Bachelor's degree and four (4) years of experience
  • Master's degree and two (2) years of experience
  • Ph.D. or other doctoral degree and no experience
Environmental Analyst/ GRADE I

Any of the following combinations of education (field of study in Biology; Chemistry; Atmospheric Sciences; Environmental Sciences; Engineering disciplines including Environmental, Civil, and Chemical Engineering; or related) and professional-level experience in a scientific field related to the position:
  • Bachelor's degree and five (5) years of experience
  • Master's degree and three (3) years of experience
  • Ph.D. or other doctoral degree and one (1) of experience
What additional skills and experience would be helpful in this job (desired qualifications):
  • Theoretical knowledge of the elements of analytical procedures, testing procedures, and quality control aspects.
  • Expert knowledge of methods of data interpretation and reporting, analytical quality monitoring, process and instrument troubleshooting, process improvement, method, and process documentation, and develop advanced, new analytical procedures.
  • Field experience with air monitoring instrumentation and operation, and air sample collection.
  • Ability to smell and distinguish odors.
  • Skills in project management, teamwork, and data analysis.
  • Ability to communicate clearly and effectively both orally and in writing to all levels of people inside and outside the organization, including possessing good grammar, and diction.
  • Skilled in writing and editing detailed reports.
  • Ability to present highly technical information in a manner that is understandable to a non-technical audience.
  • Ability to identify problems, analyze issues, and implement solutions.
  • Ability to present and defend ideas to experts.
What knowledge, skills and abilities you should have within the first six months on the job:
  • Knowledge of air dispersion models AERMOD and CALPUFF.
  • Knowledge of data reporting and visualization tools such as Microsoft Power BI and Business Objects.
  • Knowledge of applied statistics.
  • Knowledge of laboratory odor methodologies EN 13725; 2022 and ASTM International E679-19.
  • Knowledge of odor generation processes and sources in the collection system and wastewater treatment plants, as well as the odor control technologies used to treat odorous air.
  • Working knowledge of laboratory and field odor evaluations using olfactometry.
  • Working knowledge of air monitoring and sampling equipment, and their uses.
  • Understanding of data generated.
  • Working knowledge of H2S and incineration continuous emissions monitoring systems.
  • Working knowledge of odor incident reporting and automated test results reporting systems.

Full Salary Range: $37.50 -$56.60 Hourly/ $78,000- $117,728 annually.

Full Salary Range: $40.56 -$61.20 Hourly/ $84,365- $127,296 annually.

What your work environment would be:
The work environment changes depending on the project. Work can be performed in an office, laboratory environment, or in the field, with exposure to outdoor weather conditions. The position is frequently exposed to odors or airborne particles, and occasionally in the vicinity of toxic or caustic chemicals in the performance of job functions. Work may be occasionally performed near moving parts or equipment and in high, precarious places. There may be occasional exposure to extreme heat. MCES has a strong safety ethic and program. All work is accomplished in a safe manner. The position requires local travel throughout the 7-county Metro area, by MCES vehicle. The position is exposed to moderate noise.
