About the Office of Sponsored Programs at the Georgia Institute of Technology

The Office of Sponsored Programs provides progressive and responsive assistance in several areas of research administration, including specialized educational, informational, and technological support to research administrators and faculty. OSP provides research faculty with full-service 'cradle to grave' support and administration for research contracts and grants at Georgia Tech including the following sponsors:

  • All Federal Agencies
  • State and Local Governments
  • Universities
  • Federal Agency Pass-Through (regardless of type of pass-through entity)
  • Non-Profits (excluding private foundations)

Services include review and interpretation of contract and grant requirements, determination of appropriate terms and conditions, and establishment of pre-contract agreements as well as the monitoring all active contracts and grants, including modification of existing agreements.

Job Summary

The Georgia Tech Office of Sponsored Programs (OSP) is responsible for non-financial central administration for all grants, contracts, cooperative agreements, and other agreements supporting research in Georgia Tech's colleges and other units, including the Georgia Tech Research Institute (GTRI). Annual research awards total approximately $1.5 billion. The Manager for the Colleges of Sciences and Liberal Arts will lead a team of approximately five Contracting Officers and Contract Specialists. The team is responsible for sponsored project proposal and award administration for all sponsors other than Industry and International, including federal, state and local government agencies, not-for-profits (including other universities), and industry flow-through of federal funding. The team is also responsible for negotiation and administration of related agreements, such as memoranda of understanding, allocation of rights agreements, and teaming agreements. The Manager will establish priorities, set employee and/or team goals, assess employee and/or team performance, and provide feedback. Additional responsibilities include setting policy; strategic planning for the team; participation in OSP strategic planning; complex problem solving; and communication with faculty, staff and Georgia Tech administration.

This role is hybrid eligible.

Required Qualifications

  • A Master's degree and three (3) years of relevant full-time experience after completion of that degree, or
  • A Master's degree and five (5) years of relevant full-time experience after completion of a Bachelor's degree, or
  • A Doctoral degree.
Preferred Qualifications

  • Certified Research Administrator, Certified Pre-Award Financial Administrator and/or Certified Financial Research Administrator

Preferred Experience

  • This position will interact on a consistent basis with academic and research faculty; management, finance, and administrative staff; deans, associate deans, school chairs; vice presidents and sponsor organization representatives. This position typically will advise and counsel academic and research faculty; management, finance, and administrative staff; Georgia Tech deans, associate deans, school chairs and vice presidents. This position will supervise approximately five assigned research associates and staff.
  • Three of more years of supervisory experience.
Knowledge, Skills, & Abilities

ABILITIES

  • Application of required skills within a not-for-profit, educational, or federal government contractor organization is preferred. Knowledge of specific agency requirements including but not limited to NIH, NSF, DOD, and DOE is preferred.

KNOWLEDGE

  • This job requires in-depth knowledge of contract administration regulations and practices including those specific to Federal Acquisition Regulations (FAR), and 2 CFR part 200; negotiation and excellent communications skills, both verbal and written, are required including the ability to communicate effectively with Institute and sponsor employees at all levels; extensive business and leadership skills including ability to plan, develop and implement the organizations operational policies, strategic objectives and initiatives; lead in a complex business and compliance-driven environment; produce workable solutions to challenging situations; and skills related to the use of office equipment and specialized computer applications and systems are also required.

SKILLS

  • Lead team responsible for: timely analysis of solicitations, proposal review and submission, negotiation of terms and conditions, and post award administration including coordination with Grants and Contracts Accounting and research administration departments responsible for research integrity assurance.
  • Set goals, determine priorities, and provide feedback for assigned staff.
  • Maintain current working knowledge of relevant federal regulations and agency requirements.
  • Assist with formulation of OSP policy for administration of grants and contracts.
  • Assist with strategic planning for the Directorate.
  • Complex problem solving.
  • Create and improve processes for grants and contracts administration.
  • Advise faculty and staff on proposal submission process, post award administration, regulatory compliance requirements and Institute and federal agency policy.
  • Perform other related duties as assigned.
