Job Summary

The Records and Information Management Director ensures UCSF's compliance with governmental requirements under the domain of the California Public Records Act (CPRA), California Information Practice Act (IPA), California Labor Code, the Federal Freedom of Information Act (FOIA), and the various State, Federal, and local statutes involving subpoenas. The Director oversees the team that manages day to day operations of the Campus records management program including the collection, redaction, and timely production of campus records and digital information in response to requests made pursuant to the Acts and Statutes named above, ensuring that the campus response conforms with state and federal laws, regulations, and university policy, serving as central subject matter expert. The Director consults and confers with both internal and external agencies in the scope of responding to requests for public records, particularly UC legal counsel, to ensure that the responses to all requests are managed under the purview of current case law, as determined by counsel. The Director provides advice and guidance to Campus departments regarding the management of public and confidential information and legal compliance regarding such.

This role ensures regularly scheduled review and publication of Campus Administrative Policies. The Director will establish a comprehensive approach to training, communication and change management; adhere to best practices of policy requirements; and ensure clarity of policy language. This role also includes management and maintenance of delegation, and re-delegations, of authority under applicable University policies.

The Director will oversee UCSF Affiliation Agreement development, renewal, approval, and documentation management processes. This includes overseeing the negotiation and implementation of new and existing agreements, requiring coordination across key stakeholders such as Innovation Ventures, Legal Affairs and Sponsored research. The Director will create a monitoring process to ensure execution and adherence to agreement terms, regularly evaluate the impact of agreement and develop recommendations to leadership on how to maximize benefit of agreements.

Department Description

The Office of the Executive Vice Chancellor and Provost (EVCP) leads both UCSF's robust research enterprise as well as its highly ranked academic programs in health professions and graduate education, clinical care delivery, and community service. The EVCP portfolio is comprised of four professional schools and the Graduate Division. The EVCP works in close collaboration with the Chancellor and his leadership team to develop and implement campus priorities and vision, maintain the University's status as an international leader in health sciences education and research, and oversee external partnerships representing UCSF's best interests across the University of California system, at the UC Office of the President, and beyond.

The EVCP Office works on matters related to academics, research, planning, and policy development, being a central point of leadership, coordination, and oversight of academic and research activities at UCSF. The EVCP office also has a critical role with respect to industry partnerships and business development in support of our research and educational mission, responsible for overseeing partnerships including focus, approach and implementation; and works closely with the Chancellor and Vice Chancellor for Development on fundraising and development in support of UCSF's goals. The EVCP Office is responsible for representing UCSF's interests at the UC-wide and Office of the President levels.

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training
  • Minimum of 8 or more years of related experience
  • Thorough knowledge of California Public Records Act (CPRA), Freedom of Information Act (FOIA), the Information Practices Act (IPA), and Sunshine Act (State) and ability to interpret how laws apply to specific requests
  • Advanced experience with automated storage and retrieval systems, and electronic records
  • Advanced knowledge of records management principles and practices
  • Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll
  • Excellent ability to establish metrics for department and employee goals
  • Thorough knowledge of common organization-specific and other computer application programs
  • Very strong ability to quickly evaluate complex issues and identify multiple options for resolution
  • Communication skills: both verbally and in writing
  • Interpersonal skills to effectively motivate others
  • Advanced organizational skills and ability to multi-task with demanding timeframes
  • Skills to evaluate issues and identify resolutions
  • Excellent interpersonal skills to effectively lead, motivate and influence others and to develop and maintain high standards of customer service

Preferred Qualifications


  • Juris Doctor degree or paralegal training and/or CA/CRM Certification and experience
  • Certified Archivist (CA) and / or Certified Records Manager (CRM)
  • Excellent project management skills, including the capability of managing capital projects
